Welcome to my home page! I work as an acting professor in the Department of Local Government Studies, the University of Tampere, Finland. As to my research activities, I have recently studied the role of local government in the information society. My project, Local teledemocracy, is part of a wider research project Information Society in Finland - Present State and Future Prospects (abbreviated as ISFI) financed by the Academy of Finland.
If you are interested in local government studies, you are welcome to visit the Virtual Academy of Local Government Studies, VALOGOS, designed for the students, academics and professionals interested in local government studies. You may find some interesting web sites from my comprehensive local government link collection.
You may also be interested in my short abstracts on the role of cities in the information society, such as Formation of Virtual Cities, Telematics in the Public Administration in Finland and Democratic Practices in the Virtual City, or articles entitled Local Government in the Information Society and Telematic Services in Rural Areas. I have also given presentations on the changing roles of politicians and citizens, like Politicians' Roles in the Information Society or The Promises of Netcommunication to Citizen's Participation. Based on my interests in Asian countries, I sketched a preliminary project proposal or plan entitled Promoting the Economic Growth. My expert work for the European Regional Information Society Association (ERISA) includes the issues paper entitled Building Regional Capacity for the Information Age. Other contributions include IS strategies (Making Sense of IS Policy) and and the relation between social science and ICT (Remarks on the Relation between Social Science and ICT).
Some of my Finnish visitors might be interested in my lectures like Itsehallintojärjestelmien synty- ja kehitysprosessit held in the spring term 1997 or Alueellinen kehittämispolitiikka held in the autumn term 1998. In the spring 1999 I gave a lecture on the role of local government in the age of globalisation and the same course is going on in this term (Kunnat globalisaation aikakaudella), and in the the last autumn I gave a lecture on the local aspects of IS development (Paikallinen tietoyhteiskuntakehitys).
I have also written some articles (in Finnish) which deal with the concept of information society (Tietoyhteiskunnan käsite), the concepts of virtual city, digital city, and informational city (Retki virtuaalikaupunkiin), cultural dimension in the information society development (Tieto, kulttuuri ja 2000-luvun megatrendit), citizen involvement and local democracy (Kohti uutta kunnallista demokratiaa), potentials and problems of teledemocracy (Teledemokratian mahdollisuudet ja ongelmat), citizens' role in the information society (Tietoyhteiskunnan kansalainen), local government and democracy in the information society (Tietoyhteiskunta, kunnallishallinto ja demokratia), local authorities as promoters of the development of information society (Kunnat tietoyhteiskuntakehityksen edistäjinä), Challenges to public administration in the information society ( Julkishallinnon haasteet tietoyhteiskunnassa), and globalisation as a challenge to strategic city management (Globalisaatio kuntien strategisen johtamisen haasteena and Kaupunkipolitiikka globalisaation näkökulmasta). You are warmly welcome to check these pages!
